Why is the Development in Latin-America Blocked?

Based on personal experiencies made during many study visits (including a practical training in a pharmaceutical company in Argentina) and travels throughout the whole subcontinent I came to the conclusion that the backwardness of this region is not a law of nature, but can be overcome like other human problems.
